Description

Background

In 2020, Douglas County began planning efforts to widen and improve Hilltop Road from Legend High School to Flintwood Road on Singing Hills Drive. It was determined that the current two-lane configuration could no longer effectively accommodate the larger traffic volumes. Improvements to this vital stretch of roadway will increase mobility and safety in the area – ensuring all motorists can safely use the Douglas County facilities for years to come. The design life of this new roadway configuration is 20 years.

Project Overview (Phase 1) 

Douglas County will construct improvements to the existing Hilltop Road, between Legend High School and the Crestview Drive/Village Road intersection on Hilltop Road. The project consists of:

  • Widening the new roadway from two lanes to four lanes.
  • Improving curb and gutter.
  • Adding a raised median.
  • Constructing a new roundabout at Crestview Drive/Village Road on Hilltop Road, eliminating the existing two-way stop-controlled intersection.
  • Installing a new storm sewer system that will outlet into permanent water quality ponds adjacent to the roadway.

Phase 1 Schedule – Hilltop Road from Legend High School to Crestview Drive/Village Road

  • 2020-2022: Engineering staff advanced surveying, design, subsurface utility engineering and coordinated proposed utility relocations.
  • 2023-2024: Complete final design, continue ROW acquisitions, and begin proposed utility relocations.
  • 2024-early 2025: Complete utility relocations.
  • 2025: Construction of the project will begin (pending funding and completion of ROW acquisitions/utility relocations); completion of project will take 12 to 18 months.

Phase 2 Schedule – Hilltop Road from Crestview Drive/Village Road to Alpine Drive

  • 2020-2023: Engineering staff advanced surveying, design, subsurface utility engineering, and coordinated proposed utility relocations.
  • 2024-2026: Complete final design, ROW acquisitions, and utility relocations in advance of construction.
  • 2027: Construction is anticipated to begin in 2027 (pending funding); and will take 9 to 12 months to construct.

Phase 3 Schedule – Alpine Drive on Hilltop Road to Flintwood Road on Singing Hills Road

  • 2020-2024: Engineering staff advanced surveying, design, subsurface utility engineering and coordinated proposed utility relocations.
  • 2025-2028: Continue progress on other phases of the project, finalize design, acquire ROW, and relocate utilities.
  • 2029: Construction is anticipated to begin in 2029 (pending funding); and will take 12 to 18 months to construct.

Schedule

Weeks of June 7 and June 14
  • Weekend construction – On Saturday, June 6, and Saturday, June 13, from 7 a.m. to 7 p.m., crews will be onsite and working on the Hilltop Road Improvements Project. Watch for flaggers on foot in the area and plan for traffic holds up to five minutes.
  • Alternating single lane traffic on Hilltop Road – Motorists should watch for single lane closures, alternating traffic and flaggers on foot on Hilltop Road, Monday through Friday, from 7 a.m. to 7 p.m. Operations are expected to occur sitewide for various construction activities and motorists should expect traffic holds up to five minutes.
  • Intersection construction on Crestview Drive – Motorists should watch for single lane closures, alternating traffic and flaggers on foot on Crestview Drive at the Pioneer and Kit Carson intersections for paving and milling operations. Expect impacts Monday through Friday, from 7 a.m. to 7 p.m.
  • Rolling lane closures – Motorists should expect various mobile lane closures on Hilltop Road, east of Crestview Drive, Monday through Friday, 7 a.m. to 7 p.m., for trucks entering and exiting the work zone.
  • Upcoming traffic shift – In the next month, motorists can expect a traffic shift on Hilltop Road between Legend High School and Crestview Drive. Traffic will shift to the north to the newly paved traffic lanes. Stay tuned for more information on when this shift is expected to occur.

General Construction Impacts:

  • Speed limits are reduced to 35 mph on Hilltop Road between Legend High School and Crestview Drive. Fines are double in the work zone so please drive safely.
  • Construction hours are Monday through Friday, 7 a.m. to 7 p.m., and Saturdays as needed.
  • Water retention pond update – Once construction is complete on the project, crews will remove the water retention pond and return the area to its original condition.

Please note that parking in the dirt area east of Legend High School is not permitted. This is Douglas County right-of-way. We ask that the public obey the no parking signs and park at the high school for related events. Cars parked in this area may be ticketed by the DC Sheriff’s Office.
